Drug lab found in Ecuador near cash plane crash site

By Associated Press, Updated: Wednesday, May 16, 3:40 PM

QUITO, Ecuador — Ecuador’s official news agency says police have found a cocaine-processing lab near where a small Mexican-registered plane crashed over the weekend with $1.3 million in cash aboard.

Andina news agency says three people were arrested and a half ton of cocaine seized at the lab Wednesday.

Andina also says authorities assume the plane was carrying more than the $1.3 million that was found after it crashed, killing the pilot and co-pilot. It identifies them as presumed members of Mexico’s Sinaloa drug cartel.

Unlike neighboring Peru and Colombia, Ecuador is not known to cultivate coca, the basis of cocaine. But it is a transit country and authorities say they dismantled five cocaine labs in Ecuador last year and have found four so far this year.

The two men who died have been identified as Santiago Alfonso Lopez Monzón, 22 years old, of Salvador Alvarado, with a home in Guamúchil and Cruz Alfredo Solis Lopez, 36 years old and originally from Culiacan.

From InsightCrime:

The Mexican-registered light aircraft (pictured) crashed on Sunday into the so-called "Hill of Death," 26 kilometers southeast of Pedernales in the Pacific province of Manabi. It did not have permission from Ecuador's aviation authority, which stated that the plane was flying too low in order to avoid being detected by radar, reported AFP.

Authorities believe that the two deceased Mexicans were either planning to launder the money, estimated to be $4-5 million in US currency, or use it to purchase narcotics.

Ecuador's Interior Minister Jose Serrano declared that while transnational criminal organizations are not necessarily located in Ecuador, they do operate through the country, which is an important transit point for drugs, reported El Universo.

According to El Comercio, this is the fourth Mexican suspected narco-plane to be found in Ecuador since 2003. The most recent was discovered in September with 1.5 tons of narcotics on board, reportedly belonging to a Mexican-headed criminal group.

InSight Crime Analysis

If the crashed plane was indeed carrying money to pay for a drug shipment, this would be further evidence of Mexican groups' presence in Ecuador. The country's drug trade is dominated by Mexican and Colombian gangs, with the Colombian Rastrojos reportedly the most powerful criminal organization in Ecuador, sending drug shipments from Pacific ports up to Mexico. The Mexican Sinaloa Cartel are also thought to be present.

Mexican criminal organizations are increasing their control further down the drug supply chain, coming to South America themselves to carry out drug deals and organize the shipments north. Though not a major drug-producing nation, Ecuador is a key transit point for narcotics. According to the UN, the Andean country seized the second highest quantity of cocaine in South America in 2009.

The money laundering thesis is also plausible -- Ecuador is a good location for laundering illicit funds, as it uses the US dollar as its currency.

Last month, Ecuador's defense minister unveiled a plan to train some 4,000 military personnel to combat organized crime, days after President Rafael Correa declared that the military was key to a successful fight against criminal gangs. This followed concerns within the military command, expressed in a leaked document, that the country could soon be overrun by organized crime.

Mexican oil revenues mostly benefit wealthy-study

 Reuters
Wed May 16, 2012 1:42pm EDT

* Disparity due to Mexico's tax system -study

* State oil company finances third of country's budget

May 16 (Reuters) - Every Mexican would receive about $820 a year if the country's oil revenues were distributed equally across the population but a new study shows the country's wealthiest 10 percent indirectly pocket a far larger share.

The study, published this month by the United Kingdom's Oxford Institute for Energy Studies, said Mexico should push ahead with fiscal reforms to more equally distribute oil revenue if the country wants to combat poverty and boost social development.

The unequal distribution is due to Mexico's skewed tax system, with relatively easy taxation of big earners and overall the lowest tax take among Organisation for Economic Co-operation and Development countries at 18.7 percent of gross domestic product (GDP).

While state-owned oil monopoly Pemex, the world's No. 7 oil producer, funds about a third of the federal government's budget, the analysis by University of Sussex economist Paul Segal finds that once the money goes into government coffers it disproportionately benefits the wealthy.

"The country's oil revenues are effectively being used to lower taxes on the rich," Segal said.

He argues that the cushion the government gets from Pemex, which paid 876 billion Mexican pesos ($63.58 billion) in taxes last year, alleviates the pressure to raise needed revenue from Mexico's top earners.

The study recommends Mexico take policy steps to more equally distribute revenue earned from its 2.55 million barrels per day of crude production.

Mexico's finance ministry may have a comment regarding the study later on Wednesday, a spokeswoman said.

Because of the mismatch between the country's revenue base and its distribution of spending, the lowest 90 percent of households receive on average 12 percent less than their fair share of the nation's oil wealth, but the top 10 percent get about 109 percent more, Segal says.

To remedy that, he says Mexico should raise taxes on top earners and boost government spending. He also highlights the example of Bolivia, which dedicates 30 percent of its gas revenues on a universal pension fund that citizens can directly connect to the country's natural resource wealth.

Mexico's dependence on oil revenue is a major issue in the July 1 presidential vote and the opposition front runner Enrique Pena Nieto has proposed overhauling Pemex to make it more efficient and profitable, while promising to tackle fiscal reform if he is elected.

But none of the candidates have raised a proposal to directly distribute Mexico's oil wealth to citizens.

http://www.reuters.com/article/2012/05/16/mexico-tax-idUSL1E8GF8K820120516

Mexican police seek DNA of missing to identify decapitated bodies

 By the CNN Wire Staff
updated 4:44 PM EDT, Wed May 16, 2012

Monterrey, Mexico (CNN) -- Mexican authorities are asking for DNA samples from families of missing persons nationwide in their efforts to identify 49 decapitated bodies, an official said Wednesday.

That will be the only way to identify the victims -- whose killers cut off their heads, hands and feet -- Nuevo Leon state security spokesman Jorge Domene told reporters three days after investigators found the remains abandoned along a highway.

Officials in El Salvador may also request access to the DNA data authorities in Nuevo Leon have compiled, to compare it with samples from family members of Salvadoran migrants who have gone missing in Mexico, Domene said.

While investigators work to identify the victims behind closed doors, parts of the case have played out quite publicly.

Banners hanging in locations throughout the country, purportedly from the Zetas, claim that the notoriously ruthless cartel had nothing to do with the gruesome crime.

But another message purportedly signed by the Zetas and found Sunday at the crime scene -- a roadside near the industrial city of Monterrey and about 80 miles southwest of the U.S. border -- told a different story, threatening members of rival cartels and Mexican authorities.

Domene told reporters Wednesday that investigations to find those responsible would focus on scientific proof and not on the banners.

On Monday, Mexico's interior minister said the 49 decapitated bodies were likely the result of a fierce feud over territory and power between the Zetas and members of the allied Gulf and Sinaloa cartels.

The Zetas started with deserters from the Mexican army and quickly gained a reputation for ruthless violence as the armed branch of Mexico's Gulf cartel. The partnership ended in 2010.

Now, analysts say the Gulf cartel is allied with the Sinaloa cartel, one of the nation's most powerful drug-trafficking groups.

Interior Minister Alejandro Poire stressed Monday that the Mexican government would not retreat from its efforts to crack down on organized crime -- an effort that is facing increasing criticism as Mexico's presidential campaign season heats up.

"I know very well that these acts worry society, but the solution is not to let our guard down," Poire said.

President Felipe Calderon, seen as the chief champion of Mexico's crime-fighting strategy, is not running for re-election. But opposition candidates have criticized his administration's approach.

More than 47,500 people have died in drug-related violence in Mexico since December 2006, when Calderon announced plans to deploy troops in efforts to combat cartels.

According to Mexico's National Human Rights Commission, more than 5,300 people have disappeared throughout the country in that same time period. And the bodies of 9,000 dead have not been identified.

Officials fear the total number of missing could be far higher, because many disappearances go unreported.

CNNMexico.com contributed to this report.

http://www.cnn.com/2012/05/16/world/americas/mexico-bodies-found/index.html

I think the headline referred to "But in looking for ways to stem the bloodshed, 52 percent said they back an expanded U.S. role."

Unfortunately the article doesn't spell out what that role should be (intelligence, hardware, better gun control, etc) but instead highlights the 28% that are okay with U.S. soldiers and/or agents in Mexico.

I questioned the "most" but thought the article had some overall interesting poll numbers.

The passive, lazy, corrupt, bums that pass for local police are worthless. Nightmares like this story happen in wars not in countrys that CLAIM to be civilized.

SAN DIEGO — A jury convicted two men Wednesday of first-degree murder in the killings of two men whose bodies were dissolved in acid for a Mexican drug gang.

Prosecutors said the gruesome case is one of the worst examples of Mexico's horrific drug violence spilling over the border into the United States.

Jose Olivera Beritan and David Valencia could face maximum terms of life in prison without parole when they are sentenced July 19. Prosecutors said they were part of a group of alleged assassins acting on behalf of a Mexican trafficker who moved to the San Diego area and directed a cell that had broken away from the Tijuana-based Arellano-Felix cartel.

The men were the first to go on trial among 17 people indicted in a case involving nine killings in San Diego. Nine of the 17 remain in custody, while the others were fugitives.

The two strangled corpses were placed in 55-gallon barrels of acid heated by propane tanks on a ranch in San Diego County. More than two years after the killings, a witness led investigators to the ranch, where human remains were recovered.

Olivera was also convicted of a third count of first-degree murder of man whose body was stuffed into the trunk of a stolen car and abandoned. Valencia was not in the gang at the time of that killing, prosecutors said. Jurors found the men guilty of kidnapping but not guilty of torture.

A victim who survived was Eduardo Gonzalez Tostado. Prosecutors said he was chained and blindfolded for eight days until he was rescued in an FBI raid on a home in Chula Vista in June 2007. Authorities found three boxes of muriatic acid in the house.

Defense attorneys for Valencia and Olivera argued during the trial that two of the prosecution's key witnesses had been given deals for their testimonies and were not credible. The defense could not be reached for comment after the verdicts were read Wednesday.

Deputy District Attorney James Fontane applauded the jury and said the verdicts send a strong message that San Diego County will not tolerate the "brutality that we're seeing just south of the border."

"We will not sit by and let drug gangs conduct their business on our streets," he said.

He called it the worst case of drug violence that has been seen along the southwestern border of the United States. Despite the staggering drug violence that has sent murder rates soaring in Mexican border cities like Ciudad Juarez and Tijuana in recent years, U.S. cities directly across from them remain among the safest in the nation.

Prosecutors said the men acted on behalf of a cell called Los Palillos, or The Toothpicks. The cell broke away from the Arellano Felix cartel around 2002 when its leader was killed in an internal feud. The Arellano Felix cartel was considered Mexico's most vicious and powerful but has been largely crippled over the past decade by arrests and the killings of its top people.

During the three-month trial, prosecutors called 80 witnesses and presented 700 items of evidence.

The leader's younger brother, Jorge Rojas, moved to the San Diego area and allegedly directed the cell in trafficking drugs and kidnapping and in killing perceived rivals until his arrest in 2007. Rojas, 32, was convicted of kidnapping in 2008 and sentenced to life in prison. He will be tried later this year on additional charges that may make him eligible for the death penalty, if convicted.
The Attorney General's Office said in a brief statement released late Tuesday that soldiers detained retired Gen. Tomas Angeles Dauahare and Gen. Roberto Dawe González. The office gave no other details.
The two generals will face questioning over alleged involvement with drug cartels, though the Attorney General's Office has yet to bring any formal charges, according to Mexican daily El Universal.
Mexican authorities will question the generals over allegations that they provided protection to an unspecified drug cartel, news website Animal Político reports.
The arrests are a significant development in Mexico's drug war.
Since launching the assault on Mexico's drug cartels in 2006, President Felipe Calderón has used the military to combat organized crime. Both of the generals played leading roles in the military offensive.
In addition to attaining the rank of general in the Mexican Army, Angeles Dauahare was assistant defense secretary from 2006 to 2008. Dawe González is assigned to a military base in the western state of Colima.
An estimated 50,000 people have lost their lives in Mexico's drug war violence.

I agree, with that. It's touching to visualize these strangers helping each other, working together, and escaping such grim circumstances, like a horror movie. These were 13 innocent people who were going to be dressed up like props to propel the dynamics of a cartel rivalry far beyond their understanding. I wonder how many of these kidnappers who pass out in the safe houses are coming down from drugs/and or alcohol.

We don't often read about happy ending stories here. This is the story of the 13 kids that were gonna be killed in Jalisco but managed to escape. Translating is a pain in the ass but thought this story was worthy of me taking the time to translate.

There were maybe ten or twelve, maybe less, they weren't calmed enough to count each other, they were on the farm for several days, subjected to beatings, torture, listening to the warning that they had already bought the saw to cut their heads off "how nice it will be to see their skulls hanging from the Ameca Bridge," they said over and over again, terrorizing the children, all young, all workers who studied and no more criminals than having dranked a beer on the main square, and having been surprised by the Municipal Police, arrested and fined.

They were terrified and would be killed on May 8, but for their fortune the executioner did not show up, delayed by something he was not able to try out the new chain saw the criminals had bought. Whenever they could they would beat them. All in one room, barefoot because the first thing the narcos do is take away their shoes so they can not escape, of course they hid the shoes.

Without eating, because they gave them nothing, and were beaten if they asked for food, plus they shouted that they need not eat because they were going to die.

that day the executioner did not show up, may be he was delayed, perhaps he would come until the next day, but suddenly one of them, who worked as a policeman in Ameca, told the others "go!" He had just seen their captors, three or four, which were layed on the floor under the influence of drugs, completely lost, unconscious and still.

The same policeman managed to open a window and saved the lives of everyone, but there were two more, two gay boys, who stayed, they were afraid and did not leave. The next day the two were found dead, the criminals showed no mercy , they discharged in the two boys all the rage, because the others had escaped. But at least they did not behead them or cut them into pieces.

That day the policeman from Ameca opened the window all thirteen, started running barefoot through the hill, they didn't care if they were stepping on stones or thorns, even pieces of glass that could cut their bare feet, some bleeding, but all kept on, helping each other as if they had known each other all their life. At that time they were brothers, they were parents and children, they were everything.

There was a moment when cloud of dust along the roadway warned them of a car coming at high speed. They hid in bushes beside the road and saw a truck pass in a hurry. In it were the gunmen, their guardians, who were looking for them. Fortunately they did not see.

they continued from Ahuisculco, Tala delegation to a nearby village where they began to call door to door, but nothing. As soon as they saw them, the inhabitants of the farms would close and secured from inside, they would lock windows and doors for them not to enter by force.

There were several negative, some even violent that they threw in another time, kind people, but the violence of recent years has made anyone to tremble with fear at the sight in his front door to a stranger, now ten, twelve or thirteen, calling for help, saying they were persecuted, that they wanted wanted to kill them.

But a pious soul who opened the door gave them food they ate very desperately, she got them sandals, old shoes and what ever she could find, most likely an angel converted as a housewife who brought them back to life.

They were able to notify the police. One of them had good relations with Civil Protection personnel, so he contacted his friend and he mobilized the state authorities ... most of them, the survivors, they will not live in Mexico any longer, they are so young that they deserve to live and travel to another place, where there is peace, where they can have tranquility, where their life is not threatened, because the criminals kept with them all their documents, they know who they are, where they live.

I would think the police could pick up on that defining physical birth mark on his elbow. Whether it is completely forgotten is another story.
